similar description and supplemeantal pages

Hi;

As Everybody learnt , similar description and title is big reason for supplemental pages.

Think this is an example for content pages ;

Title : x
Description : x (from section name - category name ) . Information about x . The description of x . What does x mean ?

Do you think this title and description is similar from point of googlebots view?

I think empty or similar content is the reason why pages go into supplemental.
Especially nowadays a lot of sites are template based.

As I know the PR of the sites are also involved when Google mark a page as supplemental results.

I guess Google think about description tag as a possibility to expound the title tag in a little detailed form.
