Sure. PHP supports most databases. You can try ADOdb (http://adodb.sourceforge.net/) or ADOdb Lite (http://adodblite.sourceforge.net/)

yes. php can use oracle as database... i have just finished my web using php n oracle as dbase.. i use oracle express(get it at oracle web).. and insert a simple code at php page to connect to oracle.. thats it..no headache at all
