you can verify your paypal without real credit card, you can get an expanded user program 4 digit code by using a service from website trustybizz.blogspot.com

This service lets you get your paypal verified for paying dollars 14.90 and it gives you a credit card number to add to your unverified paypal and you can get it verified by using that credit card number,and your sending limit on paypal will be lifted after verification of paypal account, i have verified my account using this service and now i have 25,000 dollar as sending limit which is convenient to me
