 |  phplooker is a team of developers PHPLooker provide ready-made premium quality web solutions for anybody who is looking to start or expand business online. Creating a application to function like YouTube isn't hard nor it's easy but it can be done. However i don't think any regular webmasters would have the money to funds the servers ( hosting cost ) for users to upload and view videos - You would need hundred of thousand of dollars in funding to even think of something like that.
