It is an idn. He is selling xn--traffc-7va.com not traffic.com

Yes it is an IDN as I stated in the message too. It advantage is that search engines do not recognize it as an IDN, but as traffic.com. And that is a big + for SEO.
That's why it has no reserve. I prefer not to use xn--traffc-7va.com, because it is recognized so, only by old browsers, and I wrote traffíc.com.
It has value, but not like traffic.com.

I don't understand, what's an IDN(internationalized domain name)? If I registered a name, say xn--seo-7va.com, it would somehow be the same as seo.com?

Either way, you should edit your post to reflect the actual domain you are selling, not how it's seen by search engines.
