Only 30%? I'd like to believe it's much higher than that. Or perhaps I should say that there really is no way to place their relative importance in neat chunks. In my experience, depends on a lot of things.

This 30% is originated from my personal experience. When I started optimizing pages I thought the 30% is at least 70%. But it didn't work in some cases. I think it mainly depends on the competition for the given keyword. If there is more than 1 000 000 indexed competitor pages in the index of google in general I can't rely on the on site optimzation, because it wont't provide the required results.
