meta nofollow... will this help site ranking?

suddently think of this today, by using the meta index nofollow, this can prevent the bot from crawling to external site, and thus preventing links to unrelevant site, and to bad neighbourhood as well. is there any proof that this helps page ranking?

What you said is true but there isn't any proof, only that Google said this themselves.

if there is nofollow (in meta tags or href tag) tag , this will not effect your serp results or page rank

It may keep your internal pages from being indexed.

I dont think linking to site with no follow tag is useful. It is not going to help in having good search engine position.

I believe the "nofollow" tag is best used for user-generated content such as comments to ensure that spammers will not benefit from posting to your site. Otherwise, there really is no point to using it within your content (the content that you yourself have generated).
