You can write articles "about writing" and offer free advice to prospective customers that you submit to article directories. By including a link to your site the eventual backlinks may attract people interested in ghost writers.

Elance.com is another site where you may offer your services and bid on jobs.

Finally, word of mouth as in referrals may be the least expensive way to promote your writing services. Happy clients telling other prospective customers has worked very well for me. Good luck.

Your type of service needs a quality base first. Try doing a couple for free to get examples on your site. Then, start with a low price and advertise your low prices. When you finally have a great base of customers, increase price while advertising your quality of work. This works the best for your type of website. Good luck!
