Could you plz tell me that if right now my site has pr 5 showing google and its prdicted pr is 5(4.6)

now is it decreasing from 5 to4?

and on thing more..

is outbound links matters for getting high ranking?
I mean to say..
if i linked a lot no of links of good pr (not more than fifty on one page as google says) on our link page will it be helpful to incease pr of that link page.

I m very confused about these things right now kindly let me know these things

1. The pagerank prediction tool is mainly for entertainment purposes, so I wouldn't take that too seriously.
2. The more external links you have on a particular page, the more likely you'll lose pagerank on that particular site.
