I've never used PHPBB, but I have heard it has security issues. I also don't much care for the way PHPBB looks. I like SMF, I have used it on 2 of my forums.

I think SMF is the best i use it on a site of mine and the stuff you can do on it is great and the templates you can get for it are really nice and free.
the people at smf forums are also very helpful if you have a problem.

I would go with PHPBB! You can do whatever you want with it, and there are a hell lot of mods for it.

I vote for SMF. I looks like vBulletin and free. But I must say that vBulletin is the best one. (IMO)

I use phpbb for two of my dating site for the simple fact my users are integrated into the board. I use smf boards for two of my other sites.
Phpbb has a lot more themes and mods. That's the only jump that they have on smf . Keep in mind if you want to add a mod to a phpbb board you have to go in and manually add/edit code into the files but with smf you simply upload the the mod and hit apply and your done. Smf has had very few exploits since they first came out with the board 3 years ago. PHPBB is a highly targeted board for hackers and will continue to be for that reason alone i would pick smf over phpbb.
I can go on and on telling you why i think smf is better but just the little i listed should be good enough to make you want to pick smf over phpbb any day.

It has been awhile since I have used forums, but do either of these give you the option to do reputation points and adsense? Also, do they have the ability to set rules like " 10 posts before you can do a signature, etc".

SMF has whats called karma, which is similar to the rep system, but not as good. There are rep mods I'm sure though. There are also mods for controlling user signatures.

You don't have to manually install any mods or code with phpbb. Easymod is self installing and then you use it to easily install any of the 1000's of phpbb mods. You can change phpbb to look however you want by editing one .css file. (very easy).

SMF has serious problems with getting listed in SE's. There are complaints about this all over their forum. phpbb gets indexed very well.

Obviously, I recommend phpbb.
