How do you promote new site PROPERLY?

Ok here's the story.
I set up a few sites and tried to shortcut promotion with "traffic blast" type systems found via google etc.
Yes visitor numbers "explode" but i feel no one is actually looking.
What is the best way to get traffic (when i say traffic i mean people who are actually looking for what you are selling)?
Ok pr is good....but i would rather have a pr0 site that sells loads to a pr9 site that just gets "bulk" traffic doing nothing.
I want to start this project in the right direction and "clean" if you get what i mean.
I've tried all the link exchange sites till my ears bleed! Some of my other sites up to 30,000 plus links, but all in the wrong way i feel.
Any advise would be great.

I do think you shall try some Ads on similar websites, forums, magizines, etc. For non website owners, even if they are direct to your site by search engines, they will quit immediately, because they don't need web hosting.

Based on your service, your customers are webmasters. You target is to sell your webhosting service, not promote your website. More webmasters know your services, more money you own.

ok.lets talk about seo...first of all look at your websites title, sorry it doesnt make any sense to me buddy...Title should be 2-3 words, as your title will be more shorter as more weight google is going to give you.. Title must match with your keywords for which you want to rank..you may choose a title for a few keywords if so then do like this KEYWORD|KEYWORD..your domain its ok...but I dont like your content, first of all its not really enough and I wouldnt use tables neither, its just makes harder for search engine to read...You dont have the title on your content neither..and you must talk in your content just about those keywords, which you had selected and you should include them in it as well as your meta tags..

buying traffic is not a good idea to kick start a new site. Better do it the manual way, but you'll see the fruit of your hard work.

Submit ur site to directories with higher PR ranks.

I am a new site owner too. http://www.feelingsexy.com.au. Currently strugling to gain traffic to my site. I tried Google adwords, the traffic increased but it doesn't really help the sales. My agent charge like AU$300 per months for these ads, any1 can suggest cheaper solution? What do you mean by doing it manually?

I am with you Syamin I have an auction site and google has done nothing for me, I also have written several character picture pages for people that rp on aol with links to my auction site, I still only have 34 registered users with 901 links to my site, and offering a $25 credit for registering, so any ideas that would help with my situation would have my thanks
