Penalty risk?

If I use a H2 tag with one phrase in my site (at the top of it), but use a CSS like:

h2 {
font-family: "Trebuchet MS", Verdana, Arial;
font-size: 11px;
font-weight: normal;
color: #333333;
text-decoration: none;
}

Is there any risk that Google penalyzes me?

That's a good question. I doubt that they would penalize you. But why would you want to do that? Wouldn't it be better to use a different header tag, like a h6?

Is H6 considered (and valued) by Google? All the softwares that I see will show H1, H2 and H3 as the "hot" ones.

What about <EM>, does it work ?

Yes, <strong>, <em>, <h1-6>, <a>, <img alt=>tags plus lots more, all show importance to a SE.

I think You can format the headings as You wish without any risk (except display:none, visibility:hidden)

I don't think google will penalize you for that. It's just a normal CSS format, just the same as we change the link hover.
