Will google ban a directory, if it requires a reciprocal link?

And what if it's optional, the webmaster chooses wether to include or not the reciprocal link ?

No they wont ban you for that.

I have never heard of them banning someone for that reason.

How can google knows that a directory requires reciprocal links except somebody reports it as a spam? Even reported to google, it will not take any action on the directory.
