Hey B Blake,
My choice is photoshop CS and CS2.
Its very versatile you can make your complete website in photoshop and add fancy rollover affects and slice and you can add a web photo gallery all in one application.with filters and pluggins you can do every thing you need for a great website.
Then export to Dreamweaver .

I chose Photoshop as I think Photoshop CS2 is the best editor I have ever used.

Illustrator... Fireworks... pretty much everything not listed on there.

I use PSP cause it's easy, and mostly what I use it for is screen capture and minor editing.
