If Google approve your application, it will happen within 2 or 3 days, If you don't hear from them with in 3 days, then your application is likely to be declined.
They review your site. Your Site must have a good content. Publish some articles related to your web topics.
If you use an e-mail which is @ your domain... it is No.1 proof of site ownership. using gmail or yahoo or hotmail may be a waste of time.

If you don't have website, you can create a blog site at http://www.blogger.com and fill it with contents and topics, wait for a month or so. After that you can apply for a adsense account through blogger, your application is will be approved with in 2 days in most cases. The same google account can be used in your other website.

As pointed out on this thread before...the reason might be his website...

and yess.....I have done it before as pointed out by indiangirl...its relatively easy to get an adsense account when applying thru blogger...
