Google Ranking Problem

I've got a question in regard to google's page ranking policy. I had a PR2 since February when I started. I've made lots of changes and added content to the site. According to the predication, it will be a PR4. I really don't care that much, but it seems to matter to those seeking to do a link swap.
Anyway, the site is http://www.24-7wagering.com. How long does it take to make some sort of movement and what am I doing wrong?

PR updates happen about 4 times a year. Page rank predictors are entirely inaccurate.
