Content, Content, Content is one thing that makes a site. Google ranks sites higher for refreshing your content often. My question is I see sites on top with mostly all graphics and little or NO content, so is content a big factor if so how is it the sites with no content is moved to page one?

Content is a key factor for sure.
Though when you say big sites with mostly graphics who do you mean?
Remember big sites usually have big budgets and massive seo and advertising helps alot.

I said nothing about BIG sites, what I said is "on top " that means top of the #1 page.

The algorithm of content is introduced later by the search engines. I think you have seen the old websites having less content but in search. The big websites have many pages. This is also the factor they are getting good ranking.

It would probably be the quality and relevancy of the inbound links that makes it rank high on SERP...

http://www.cameolingerie.com is one even a lot of links are graphics and very little text content.

i am exposing something very weird, disturbing and thing to prove that PR is just a green bar and nothing else. http://www.oratechnos.com/ check this link(I am not promoting that, just quoting) . The site is not updated since 6 months but it has a PR5? Why it is so? PR is just a green bar and nothing else.

PR is just about quality backlinks.
Sites on top of search engines are just about SEO.
However, some search engines also determines the ranking of site not only with the relevancy of keywords, but traffic as well.

Which are more search engines other than Google, yahoo, and MSN? I shall like to know about them? Do they send a lot of traffic?
