There are some small but specific search engine which targeted at certain niches. I forgot who they are but if you can find them, you may be in luck.

as along as the content is fresh and up to date, backlinks, link bait and traffic will follow IMHO....

Well, I have to agree on this one content is also one of the factors to get on top of SERP same as IBL.

Well, nobody know the exact algorithm of Google for search engine ranking of website in result pages. Their are many more factors responsible for visibility of website like - website market, link building, updates, age, IP class etc.
