No. if you keep the new design seo friendly and put your keywords in your new website's content. You can improve your on-page seo factors, and there will be no negative effect on your ranking.

As long as the site content, meta tags, and URL's won't be changed, I think you shouldn't worry much.

When you redesign the site... Make sure it would be MORE SEO friendly than the previous design... Good luck then...

When doing this I recommend using a LYNX browser.

It should not affect your PR, but you need to be sure to optimise your pages for SERPs, this will depend on how much you change any content you have.

Take care of the anchor text and the internal structure of your website. These things are more important for you if re-designing it.

You shouldnt be scared to change ur site, theres nothing worse than out of date content, dont worry too much about the SEO side, just make sure when you change the layout you make the content better than ever !

Many webmasters are regularly redesigning their websites appearance and do not worry about their rankings at all.

Continue with keeping the structure of the sites the same, like the links, the exact content parts, the complete on page items.

It may affect your traffic if it is under construction, But it wont affect your PR and rankings as long as you continue building links..

Not sure why you guys are all talking about PR, PR and rankings are completely different things, and changing onsite content can have an effect on your rankings. Positive or Negative based on the changes made.... Hell I once changed a sites layout and a few paragraphs because I didn't like the way they looked and lost rankings for quite a few things when I was new at this.
