I am still looking for which program or partner can help to increase my blog PR, not alexa in a short time. Can you help?

The answer is "link building"

Find relevant blogs that higher page rank and request a link exchange . Leave comments on hight PR pages . This will also help.

PR is based on building links with high quality relevant sites. Sites that link to you are classed as a vote for you. The more relevant the link, and higher PR from the linking page the more PR will be passed onto you.

Just concentrate on relevant inbound links. Google update your PR quarterly so just keep adding your posts to other relevant blogs and place a link back to your site in your signature.
