I would disagree with you. Lets say you have a site on finding a doctor. You can have signature links with keyword "Find a Doctor". That keyword is what would help you rank better in SERPS. Now question is how much does it help? It depends on the authority of the site your link is on. If you get link from a medical site or another doctor related site, that will be more helpful. But problem comes with competitive keywords. You and all your competitors will work hard to get better rank on those keywords. A slight edge on any link building from any source (with some exceptions) would get you an advantage over the competitors. Hope I could explain.
