Google does not algorithmically penalize for dashes in the url despite the fact that some have raised it as a possible heuristic for spam detection. However, they export and publish new backlinks and PageRank data approximately every three months. New backlinks and PageRank are meaningless -- it is not an update. Otherwise your reputation may fall. Most web masters use 404s as 410s anyway. 2006.

Matt Cutts released a powerpoint file which contained white hat seo tips for bloggers. He suggested to use hypens instead of underscores. As far as i remember the declared that underscores will be treat as word separator character, but i haven't see any evidence about it.
