1. Forums - most of the forums have web hosting promotion section
2. Web Hosting Directory - most of the time they are free, or may cost you some pences.
3. Hosting Review Site - Invite those website admins to review your site.
4. Blogs, PR articles etc.

Lastly, adwords or similar contextual ads program.

Ask yourself the questions
Who is my target?
Where are they?
I need web hosting, where would I find it?

Put yourself in the position of your potential customers, and you'll probably come up with the list that hasan has and a few more.

You can use your signature link to promote your sites once you have reached the required number of posts. Currently, there is no place on the forum other than signature links that we are allowing site promotion.
