Link exchanges have helped with my SERPs.

Relevant link exchanges are better than non related link exchanges.
But today in google they are not useful, Now google more prefer one way link now. Google is tired of excessive linking.

So its better to use one way linking

LE can improve your page rank but not as good as one-way...
since google devalued the LE so much better if we use one-way..

Reciprocal links are still counted when PR calculation takes place so it can improve PR but as what the others mentioned here, there's no better link than quality one-way link

That's a fact.. and I agree with this fact very much.On Link Exchange Campaign we can benefit both SERP and PR, because were getting related links or content.I think its always crucial in terms of PR concerns because Google Updates their algorithm and through these updates PR changes, some increases and some decreases..

Trust Rank TR and relevance is most important with any links. Link exchanges are not as effective as one way, but they have helped me quite a bit. I only do quality, relevant links.

It is little risky. You have better option available to improve page rank and back links. Add your website in Social bookmarking networks, blogs, article submission, and directory submission will be very useful without any risk. Exchanging with link farm may ban you forever.

some of social bookmarking site and blogs uses nofollow attribute which mean you can't count as backlinks...

I don't think any role of link exchange in increasing traffic. It can increase or decrease the page rank. Quality content always prefer in search result. Yes but link exchange with relevant websites will play great role.
