I would suggest to keep the title tag up to 64 characters including spaces.

I still have a question about "Place the robots.txt file in your root on your server. Submit it to search engine Webmaster Tools."... Can you explain this please..?

No. That tool in the webmaster tools is to check if your robots are validating.

robots.txt is usually used to deny access of the crawlers to some specific locations stated on the robots.txt file. IMO all crawlers will crawl all pages on a web site without asking them to do so. if I have no protected folders/pages, i think i don't need robots.txt.. please correct me if i'm wrong..

These tags are heavily weighed by most search engines and can largely increase your chances of priority search engine.
