Default How many times do you have to apply?
I have applied to Yahoo's ad network like 10 times already (ok, more like 3) and no response. I have a PR4 sports blog that is doing pretty good with plenty of unique visitors, but still nothing.

Has anyone else had the same problem?

I guess you setting are having some trouble.
You must setting let search engines find your blog.
That step is
1. dashboard
2. setting
3. basic
4. Add your blog to our listings?select : Yes
5. Let search engines find your blog? select : Yes

Yahoo Ads network is yahoo services on which you simply ads that are relevant to the content of your site and earn money from qualified clicks. It is the same with Google Adwords on which you can drive traffic for your site my clicking your ads.
