it depends. IMO, SEO is also like trial and error. You can try certain keywords and meta descriptions and see if it will be effective for the site. If not then you can change it.

Updating the site with content at regular intervals is good for search engines. But update the content keeping the visitors as the main criteria.

Change them as often as your website changes....If you're site suddenly requires the use of a different search term, then would be a great time to change your description, but until that happens, just leave it and concentrate on more important factors.

adding new content and new web pages are very good for seo. Also try to add some outgoing links to other relevant websites. google seems to like this, but always concentrate on the density of your links
