I have no prior experince to programing so i need to know programing languages i should learn and tutorials.
Also i am 13

13! Well that explains a lot.

A good time to start.
What you need to know depends on what you want to achieve.
A good starting place is to learn HTML.
When I first started I used Geocities as it's a great way to start learning is from using the online site builder. http://uk.geocities.yahoo.com/ Using geocites saves you having to be concerned about hosting.
You can then work through learning HTML http://tutorials.iwebtool.com/html.html
once you have done that you can go into some of the other areas, like javascript. http://tutorials.iwebtool.com/

Everything you done, the HTML job; simply save it as "filename.html", and upload it to a webserver; simple as that.

What is a webserver?Where do i get one?Also how do i setup a webpage from a computer or freewebs?Also where do i write the html?

HTML on a file that you create with notepad; name it anything but place .html in the end of that name.

By the term webserver; I meant a webhost; you can google "free webhost" and find something that suits your needs. If you however plan to be serious with business; you should go for a paid webhost (more reliable, better uptime and better service).
