From what I've read in other threads, forums may feel pretty good on shared plans, and then when reaching a certain number of visitors, be transferred to VPS or dedicated plans. What I mean, WebHostingBuzz.com shared may be enough for a new forum, no need to go for semi-dedicated. A more important fact if there's enough support for a forum to grow.
