A couple of you have missed the point that Im asking about Outbound links not Incoming ones.
I accept and agree with what has been said about linking to good information sites for the benefit of my visitors (helping them to find more relevant information on a subject) and in the good old days this is how we built our sites and our vision for the future internet was one of linking informative pages spreading accross the net. But my question now is:
If I have a site with 50 good incoming links from hi PR pages etc do I get penalised by the search engines for then putting 500 OUTGOING links to pages that I think will give my visiters more information on a subject ie will my PR and ultimately my search engine position be better off if I dont have these outgoing links.

I understand what you're asking and the answer is usually no.
If those links go to quality sites then they are seen as reference links.
If they go to a bunch of NEW websites, it might be seen as a "selling link page".
Example of site I had.
I played with a website last year.
I inserted a table from wiki that had a huge list of species of fish.
(It contained over 200 sub links)
I put it there as a temp place holder until I was going to get back to it.
Well, I forgot about it.
When the site got its first page rank, the index page was a 4.
The page with all the wiki links was a 4, but all the other pages in the site were a 0.
I hope that sheds some light on what you are asking.

So basically what you are saying is that we all need to put a big list of different species of fish on our website and we will get a good PR from Google.

Chances are that people found the list and linked to it. Content has ABSOLUTELY no direct link to PageRank, FACT!

One-way high pr links relevant to your site actually help your sit. If my site is all about my area and I link to the pr5 chamber of commence, then their site is relevant and helps my site. It is all about content – if you offer great content that offers information that people really need or want then you will get the traffic. If you take the time to read all the online Google advice, you will find that this is true. Quality links are those that are relevant to your site.

I have had my site for a good while but I just really started doing something with it about six months ago. I do not have many incoming links but for some reason the other day Google decided, I was worth a pr2. I realize this is low but for the number of links I have acquired I am ok with it. If you visit my site you will notice that I have a lot of out going one-way links, all of these are relevant to my site and offer my visitors more information related to the information that I post.

You have enough PR3 inbound link to get the PR2. I don’t think your outbound links had any relevance.

Outbound links do not have a direct affecrt on the page that links out from. It can have an overall affect, but that is a whole different ball game, also the affect is slightly negative, NOT positive. PR hoarding is not a good practice.

no one way links are fine. only 2 way links will reduce your PR.
