What's the BEST way of getting traffic?

I've found the best way for advertising is by word of mouth. As well as safelists. However...there are so many safelists...it's so hard to keep track!

a) Blog Writing - If you have a blog, you still need to drive traffic to it.
b) Article Writing - Yes this is effective but not as fast.
c) Forum Postings - Yes
d) Paid and Promo Advertising - Yes only if you do it correctly.
f) Link Baiting - not always.
g) Social Bookmarkings - have not really tried this
h) Linking to quality sites ? WHY? - This will help in your search engine rankings.
