Resellerzoom don't have any free plans, but if you are really looking for the BEST php and mysql hosting, it can't be free.
The best I know of is from a2hosting.com with all the latest versions of php and mysql supported.

It is quite difficult to find something good and free.
A2hosting.com is well known with their featured solutions: PHP 5.2.x MySql 5.0.x RoR.
but they are not free. But they are offering good mixture of price and quality.

I second it. "Best" with reference to PHP and MYSQL for me means the the latest versions installed on hosts' servers.
You may try googling for free hosts with PHP5.
But a2hosting.com prices aren't high and they are known for the top-notch support services.

Phpbb is offered in Hostmonster.com (you can host unlimited domains with them) and Hostmybb.com plans.
Another host that specializes in php hosting is serverpoint.com. They don't mix web serving and PHP with MYSQL databases processing on the same servers, which makes their services more than reliable.

Good company, I've seen their reviews, but it's cheaper to buy ahosting.biz reseller than shared hosting plans,. don't know why .
Serverpoint.com is known for the top-notch services in the sphere of application, their prices are quite ok for budget hosting as well.
Still, if you feel you need free service, make sure the host has been in the industry for quite a time and his domain name expires in no less than 2-3 years.
