SEO is a very labor intensive task requires a lot of work to get you top rankings.
You need to have your content writers, link building team, designers, programmers, plus your own web resources..

SEO is something that is best to be calculated based on the specific project you are speaking about, one site might get to the top using a couple of hundreds of dollars, and other one might need the work of a dedicated team, for a couple of years and needing tens of thousands.

You see, each project is quite different.

Hosting is NOT cheap for SEo as it is very competitive as you are going up against internet companies. I don't think you are going to find cheap and good SEO for hosting.

There are two types of work to be performed in SEO

ON Page SEO which means to optimize your page contents with natural HTML tags with the keyword placement in text... On page SEO is good work if you have some knowledge of HTML, CSS and you are well in writing good content which will be for users and not for search engines! ON Page SEO also include many other things like Navigation Structure, Inbound Linking and Meta Titles etc..

Second one is OFF page SEO, which mean Natural Themed Link, Articles Submission, Directory Submission, Forum Posting, Blog Postings etc...........
