Google use two elements 1. importance 2. relevancy Importance is PURELY numeric, (PageRank). it doesn't care whether your links are on topic off topic etc because it doesn't know, it is a PURE maths calc. Relevancy OTOH is where the text relevance of the link comes in. When SEO's talk about 'link juice' they mean the two elements, PR and link relevancy for use in the algorithmic calculation of overall importance.
