Best place to hire??

I need a custom MP3/movie player/lister coded in PHP and mySql - what would be the best place to look for programers to do that?

You can try and have your project posted in this site - freshmeat.com, see if someone will take it.
Or just search for php developers in programming forums.

There are many php and sql programmer you can find.
And you can get what you need in a low price.
