I've had trouble getting people to submit photos. Lots of visitors but no action.

Hmm, are you pointing your site to the right crowd? Such as people who want to view this type of information and also link to you? When you create a site, it's very important to place your site on the net in the category that you know people will visit at.

Here's an example: I have a blog "SEO Articles" and my focus is to attract people who know NOTHING about how to optimize their site and also share information with guru's who just want a fresh batch of eggs to cook for their site. (hypothetically speaking)

So, what I did was aim for forums that are based on SEO, which means people who need and people who just want more information of what they already know. Also aim for directories, write articles, make your site Search Engine friendly by optimizing it and allowing the bots to crawl your site to grab your content, and make you noticeable.

There are so many ways to do this, but you have to think small, then think big when you have the idea and aim that you're going for.

I hope this helps as I understand and know what you mean by traffic, but no activity, it happens when random visitors come to you from out of nowhere :-/

I've been targeting mostly pet related sites and forums, I have a few other ideas to get noticed but it's converting that visitor into a submission that seems difficult.

See what you can do on getting back links from high PR sites, and also if you're on good forums with great PR, then I would say place a link in your signature to your site on those forums to get back links going, plus people will see that link in your sig, and click it
