What is used to make the tools on Iwebtool?

What language is used to make the tools on iwebtool? I think it's php, but I'd like to make sure. And what would I need to know to make some similar tools myself? I know some basic x/html, css and javascript.

i believe its CSS-laid out, with PHP, mysql and xml, however the admin will have to confirm :-)
