Find the best resource of information (detailed) about getting noticed on the web by optimizing my site correctly and know that if I share this resource of information with others, that it will work for them too.

Must be a site that has been on the web for over 2 years.

Steve, it's a simple question for me. I hope webconfs.com is at least 2 years old domain.

My Hungarian seo blog is better though, but i guess you won't understand what i have written there

the answer is not. even a 2 week or 2 month old website can ranked in top 5.
depend on your seo effort.

A domain age is very important to the search engines, it can help you rank tons better!

Highrankings.com or SEOmoz are two good resources that can be trusted. Also John Scott is a pie hot SEO, but be careful what advice you follow on his forums as there are some dirty birds there that will advise you on black hat tactics with out telling you they are such.
