I prefere using multiple and automated submissions, One that I actually own is Multiple Directory! You submit to one of the directories and you will be listed in all of them:

and you will be automatically included in: Pagerank Directory
Get Listed Directory , Directory Links , Linksmaster Directory , Masterlinks Directory, as well as Multi directory of course... feedback please.

Go around the webmaster and web hosting forums they are always glad to accept directory owners. also go to info.vilesilencer.com and sign up for their forum if Dan accepts You into his list of directories You are sure to get some good traffic.
As well You can try this guys DigiXmas.com. Sign into their forum and ask for inclusion into their directory submitter. Once they approve You (Your directory has to have free regular listings) You will get traffic as well at times very good traffic.

Take a look at the Wikipedia page listing tons of directories. List your site with these directories. Not to forget that you could *add* your directory to Wikipedia too.

Also, here's a real nice list of directories by rank: http://www.avivadirectory.com/strongest-directories/

I found that if you add plenty of sites to build the directory up you stand more chance of others wanted to be listed, if you have a site with say 20-50 links in it people may think 'not many others have bothered to list so why should i'

Once its built up to say 300+ you can also email those listed and ask for a link back in turn for remaining free, when more and more want to be listed then its time to charge.

I agree with what Jax has said, it does give a question why people should join if only near 50 people joined, and the site has been up no longer than a month. Within a month of being open, you should have over 500+ links in one week (believe me, I've had it happen) but make sure these are quality links, not spam from social advertisers.

One site you can check out to advertise on is directory-owners.com and forums.digitalpoint.com (Digital Point) has insane buyers with members/viewers who will submit like no tomorrow, again watch out for social advertisers, they'll make you look like a link farm if you're not careful.
