Ok, so you pay for a PR4/5 Link...BUT if the traffic is poor(and i can prove you can get at least a PR4 with little traffic) what use is the link?

There are couple of reasons why people would go for this:

1. Like you mentioned they may get noticed from other website and people will browse. The reality is people looking at these links are really low.

2. They want to increase the link popularity in search engines, lets say you have no PR and PR4 / 5 website gives an inbound (without reciprocal).
The assumption is your website may get popular in the search engine. But note you will get popular only if you buy link from the relavant category.

I depends on what purpose you want to pay.

Getting links from high PR sites are very useful if your domain is brand new, because the linking site inherit some of its trust to your site. The improvement of the rankings will make you forget the poor traffic. When your site is trusted the relevant links will become much more important.

I don't personally think the link would be worth paying for. Why? Because there are so many places that don't have any traffic that you can get a link for free. If you do that 2500 times, a small handful of those links will gain in PR in due time, and you will have effectively gotten the same link multiple times without ever having paid for it.
