Is there any PR7, PR8 non-reciprocal free directory? Except dmoz? atleast PR6 ?

I don't know about free! Once you get past the PR4 stage people don't mind paying for submissions in directories. Plus paid directories are usually cleaner since they don't have spam websites on them (or less of them anyway ).

There's DMOZ - PR8 but it doesn't seem to be accepting links at the mo.

yes , they have no spam web sites but i will promete my non english web site . i'm sad because most of them are not accepting non english web sites

Sadly DMOZ has been severely neglected. They do accept links, but there are almost no chances to get listed. They have a volunteer based editors so they are not in a big hurry to do the work.
